They wouldn't be dusty... just use your er... feather duster!
Remember that naturally-shed feathers are obtainable, too. I make things with antlers which have been naturally shed.
I think the hanging one is great. It looks like one of those Dr. Seussian flowers. (What are they called?)
I love the idea of taking old hats and repurposing them... My great aunt had dozens of hats, and we just have them in a closet somewhere...

I seem to remember designer Benjamin Noriega Ortiz using feathered lampshades to great effect. I think he is a fan of taking an off-the-shelf lamp (the one I remember was a silvered/mercury glass base from Crate & Barrel) and feathering the shade, sometimes by wrapping a pre-made boa around it.
