I do a combination of all tips mentioned above plus one SO and two kitties added for extra cozyness.
Fannel sheets are great as flannel pjs are. There are some wearable designs out there, that keep you warm in winter. Some of my friends do also wear bed socks.

I think I have four blankets on my bed.
I used to live in a colder area, and only had a twin bed. There I had four doubled over quilts, and two blankets, for a total of ten layers.
It was cozy. And immobile.
My dogs and boyfriend, plus flannel sheets. Also a portable space heater.
Running your ceiling fan in reverse in your apartment/bedroom can keep you more comfortable in winter weather. Since hot air rises, your ceiling fan can push that warmer air back down onto you. (If it’s in reverse, you’ll see the blades going counterclockwise when you look up at it.)
