Yes yes, wine can be destroyed by light and change in temperature so lets just assume the home owners know this and keep a handful of the good stuff in a dark cupboard in the center of the house. Possible wine ruining aside, extending the glass balustrade all the way to the ground makes for an eye-catching feature, as does the wine rack and wine bottles filling this space. The entrance to the wine cellar is through a heavy glass door underneath the staircase that looks through to the living room.
The home was redesigned and renovated by Southmarc Architecture, you can see the full house tour here.

Doesn't exposure to the light hurt the wine, though?
Only if you don't plan on drinking it - in which case you'll never know!
You would be correct, our Girl of the Fishes. Also, I doubt they are keeping their wine at 58 degrees. I wouldn't keep my '87 Lynch-Bages in there. Maybe something to drink soon, like a Rioja. Or Coke Zero ;-)
Nice!
Sure, it's pretty, but unless it's also functional (read: won't destroy the wine), it's just a waste of good storage space.
Maybe it's more of a design element, rather than real storage and the wine bottles are filled with water or are just empty.
I've seen bars being built under the stairs before as we are doing for one project with glass railing, but a wine rack?
I assume its decorative from the front b/c there is NO WAY you can detach the glass railing from the stair. Its permanently anchored. Maybe you can access them from another room behind the stair?
Nice work tho. It should be 100% decor and not function. That wine wont be good to drink. Nice work tho!
