Question: What's the difference between "change them" and "change them out". Does "change them" imply that you simply changed something about them, but they're still there, while "change them out" implies that you actually replaced them?

I love Graham & Greene but shipping costs more than most of the items they sell. I tried to buy a set of little chandalier crystal christmas lights there over the holidays and they quoted shipping to Chicago at 51.20 british pounds for a 31.96 british pound item. (christmas lights weigh almost nothing too) That's $75 to ship something that is $47. Who can afford that? Isn't there an economy shipping option?
