When considering storage for a small space like the bathroom, one of the most important factors is proportion. Tempting as it is to install wall to wall storage, going oversized will make the space feel even smaller. Wall cabinets are a compact and attractive solution to use the dead space over the toilet as storage.
Practical and good-looking, wall cabinets will greatly increase bathroom storage and eliminate countertop clutter. Designs with adjustable shelves allow you to store tall items like bottles as well as short items like cotton swab containers. Also, don't forget the top of the cabinet. This is a good opportunity for decorative items like a ceramic statuette, a large shell or a rustic basket.
Wall cabinets commonly come in white, black and brown. If these colors are too run-of-the-mill for you, their compact size make them an easy DIY painting project.
Tip: If you feel conflicted because you like the look of glass but want to hide your clutter, use semi-sheer paper (like vellum or tracing paper) to create a frosted glass look. Alternatively, if you want to add some color, use a nice pattern or solid color.

Shaw's Original Fir...
Do not go too deep with the cabinets either. We just pulled down 12" deep cabinets from our bathrooms and the bathrooms now look twice as big.
You can find many of these at Home Goods for very reasonable prices. I was eyeing some today!
Not sure if this is allowed, but it just so happens that I am selling the last cabinet or krrb

It's brand new (already assembled). It's a great cabinet but I am moving and don't need it in my new place
I just got the acrylic shelves from the Container Store for my bathroom and they don't take up any visual "space" because they're clear. They make our tiny bathroom feel so much larger versus the same depth wood clunker shelf that was there before.
I've mounted one on the outside wall of my very small bathroom with a lighted wall mounted mirror above..Makes a nice low profile (standing) makeup area and get you out of the bath so the next person can use it.
i SUPER hate mounted cabinets in bathrooms, other than a semi-built in medicine cabinet over the sink. i realize that for a lot of people, they have no storage so they do this to compensate. still hate it. open shelving all the way for me, or sticking an open back bookshelf kind of thing in there.
I had some inexpensive wicker shelving (holding extra lipsticks and other small items) over the toilet in my old apt, and learned the hard way the hazard of having it there: the risk of accidentally dropping something and seeing it get wedged in the toilet. A clean toilet, but still a huge headache to get the thing dislodged.
Now, in my current place, the only thing I keep over the toilet is a large framed artwork. Heh.
If you are looking for the "ultimate" bathroom cabinet check out the Robern uplift- http://www.qualitybath.com/product~name~Robern+UC4827FP~ID~95111.htm. It especially great if your tight on space because it has an interior mirror- perfect for shaving or makeup, integrated lighting and electrical outlets (shaver, blow dryer, etc.), a TV mount, grooming trays, and adjustable storage space. You can even have a defogger and night light added. It's really something!
The problem I find with cabinets like this is perfectly illustrated in the photo. If I really needed a place to store my many antique perfume bottles, glass jars full of cotton balls, etc, this would be a great solution, but the same cupboard filled with the unattractive crap I really need to store--mouthwash, contact lens solution, boxes of tampons, etc--it would look horrible.
