This building happens to be a business, although we can actually see this working in a condo/apartment like setting. Even if your landlord doesn't allow you to paint the exterior (although there's a good chance such things have never come up in conversation before), you could still cut a piece of wood to size, paint and seal it. It would tap right in, have the same effect and you would forever be known as "the red window girl," or "the blue window man."
