Not sure when this became so easy, but our new HP ink cartridges came with a small envelope for recycling the old ones. Check out all info here.

Not too long ago I noticed that my Dominick's had plastic envelopes for recycling ink cartridges and cell phones.

Nice to see that HP is providing the envelopes in the packaging with their ink jet cartridges, like they have done for years with their laser cartridges. If you happen to not have the envelope in the package, the side of the box has info on how to go on-line and order the mailers and HP will send as many mailers as you want free of charge.
Yeah, I am anal about this kind of thing.
