I never understand this phenomenon of dirty windows everywhere new I move, I always clean them before I leave- helps sell a house, and when renting, makes the landlord think it's cleaner on move-out :)
Oh man I wish the previous owners cleaned the windows before we moved in. Cleaning windows is definitely on my to-do list. There's so many of them though, one of these days..and then it will make the outside dirtiness that much more evident.
I'm with Nephthys - I really need to get around to cleaning my windows, after all, we only moved in two years ago...ahem.
