Q: I am looking for a frame similar to IKEA's UNG DRILL. However, I'm trying to find it in clear plastic. Any ideas where I could find such a frame?

That frame would be cool in clear lucite, but if you can't find it, you could paint the frame the same color as the wall it's hung on, but in a higher gloss.

Another idea would be to paint the frame the same color as your wall to get the grissaille effect without having to shell out for the expensive lucite or mirror version.
Another idea would be to get a laser cutting shop to cut scrollwork into a thick piece of plexi or acrylic. It would be flat, but you could get something with a similar effect using elaborate scrollwork.
Or bribe a skilled sculpting friend to mold it and cast it out of clear resin. ;) Probably be difficult with something that size, but it might be doable.
I'm with Kaete, I'd think you'd be able to cast it in clear resin. It'd be fun to try, at least.

Or look in thrift/antique shops for an ornate metal one, then bring it to an auto paint shop and ask them to chrome it. It wouldn't be clear but I think the chrome frame would give you the same feel, and be a very unique piece!
Did you see TRON Legacy? Jeff Bridges' "safehouse" was top-heavy in awesome design, from a floor that was right out of the finale of 2001: A Space Odyssey, Mid-Century furniture, and ornate, clear furniture cast in clear lucite, like what you are after here. Absolute eye candy. Good Luck! 8^)

This tabletop mirror on etsy sounds similar to what you're looking for, and comes flat pack so could easily be converted into a wall mirror. It's a bit small, but very affordable at $30:
