It exists in many styles/prices. When searching, the trick is to type in "train rack".
Costco has something similar for 89.99. Just saw it in store yesterday!

We use this in the kitchen for our pots:

I think that is probably a train rack, not a towel bar (not that you can't use it as such). You always see these in hotels, over the toilet by the shower, with towels set on top. You can find them in many places, from Ikea to more upper end home decor stores. Not sure about this exact one, but I'm sure you can find a similar one.
I worked at Restoration Hardware over the holidays a couple of years ago and that is a style that was to be discontinued in 2008. It was being phased out when I was there. I don't remember the product style name. I have seen a similar style at Lowe's recently, but the ones RH carries are of better quality.
