The sky's the limit to what you can create but here are some great, doable ideas to get you started. Order the fascinator base from a place like Amazon Prime.

Ship: Construct a lightweight balsa wood ship, spritz it with some matte spray paint, then let it set sail on Halloween night. For a costume that will last all evening, use wood glue to hold the ship together and attach to a fascinator base with both hot glue and sturdy wire.

Octopus: Give a lifelike foam octopus some extra sparkle with clear glue and a sprinkling of glitter. The tentacles can be bent any which way, so you can let them dangle over your face or pull them up to look like unruly hair.
