you could use fun-tak (mounting putty) if you don't want a million holes in the wall.
I used to have a wall like this as a teenager that also included some of the free Avant card postcards. I used bluetack, which was great but eventually pulled little bits of the plaster off the wall.
I eventually came across Fotoclips (http://photojojo.com/store/awesomeness/fotoclips/) which allow you to easily mount photos without the need for much sticking putty or any holes in the wall. They are small clear plastic clips that let you slide a photo in between each end. They are so versatile that you can also use them to create 3D photo objects.
To hang them on the wall like you see above I just used a little bluetack at the top, and part way down to even out the weight distribution. They make it easy to switch out photos quickly and make spacing between your photos a dream.

In addition to sometimes staining walls or damaging paint finishes, fun-tak, blue tack, and other similar products usually leave nasty grease stains on your photos and posters too. Use with caution. Don't stick it on anything you want to keep long term.
It's more expensive, but you could always hang multiples of Urban Outfitters photo sleeve.

I love the idea, but, I'm with the home owners, no holes in the walls. Why not save money and not print out the 4x6's, ditch the scarpbook and just display them clear with a photo frame. Some of the frames store as many as 6 USB hubs that offer 1,000 of pictures to be seen, one every 4-5 secs... I have teens and they change their decor often, this way, one hole and lots of images...
All of the pictures could be mounted together on poster board or even butcher paper. This would give the same effect but require much less holes...
