
When we were growing up, part of the holiday decor that came up from the basement every year were special books that sat on the coffee table including Rudolph and 'Twas the Night Before Christmas. Urban Baby has a nice list of holiday books for all ages- both classics and newer titles.
In the classics category, we have The Nutcracker and The Snow Queen.
Little Snowman is a finger puppet book that babies will enjoy.
The Dinosaurs' Night Before Christmas is a fun twist on that classic tale.

My two and a half year old's current holiday favorite is "Wombat Divine" by Mem Fox. So cute...about a wombat trying to get a part in the nativity play. She asks to read it at least 10 times a day since getting it at the library.
Gingerbread Baby is a favorite in our home right now.
My son's favorite is Let it Snow by Holly Hobbie, featuring Toot & Puddle. It's beautifully illustrated and has a wonderful sentiment. And, of course, Polar Express.
Clown of God and Merry Christmas Strega Nona (both by Tomie DePaola), and an illustrated version of A Child's Christmas in Wales by Dylan Thomas (we also have a wonderful recording of him reading it and often snuggle up to listen with the book).
