Finish for Steps to Go with New Floors?

Q: We have recently ripped out 3 or 4 different types of wood/carpet floors from our main living area (kitchen, den/dinning and hallway), and installed new laminate throughout. Now the only problem left is the staircase with its yellowy pine steps. We are on a pretty tight budget and would prefer a solution that involves a can of paint or stain. My dilemma is: What color? What finish/shine? What type of paint?

Should I sand the stairs and try to find a matching stain, or just go with opaque paint? Our house is very neutral - browns, grays, beiges, so I was considering painting the stairs dark brown. But I love the idea of barn red, too. Or green. Or dark navy blue (color of outside doors and shutters). Or black... And so on.

Also, as you can see in the pictures, my puppy used the corners of the steps as a chewy-toy. What is the best way to fix that?
