Yeahhhhhh.....ummmmm.....They kinda look like decapitated to heads to me.
These heads are illustrations from a children's book called Milly Molly Mandy. I got a copy as a gift when I was a child.
The one on the left is Milly-Molly-Mandy which is short for Millicent Margaret Amanda. The one in the middle is "little friend Susan" and I don't know who the other one is, perhaps it is Mrs. Mogs daughter, whose name escapes me at the moment.
