I'm confused - How you mean that you want a rug altered?
Made larger? Smaller?
What kind of rug? Altering a handmade oriental rug drastically reduces its value (unless the part you're cutting off is irrevocably damaged).
For a machine-made rug, your local carpet store could probably cut it and bind the raw edge.
A persian rug can usually be rebound or repaired by a dealer. But it's very expensive work because it's done by hand.
i have another question--i was considering buying one of john robshaw's anthropologie rugs (mentioned yesterday on apartment therapy). it is a cotton dhurrie. the one they are selling is too large for my space. has anyone tried to have one of these cotton rugs cut down and / or bound? thanks.

Most folks put rugs that are too small in their rooms.
