Doubt it's Target. Probably rather the Chinese company they purchase from.
Target does do lines with lots of independent smaller design studios...Dwell, etc.
But as far as the tips...I don't know. Does she read AT? I think AT readers are a bit more sophisticated than "don't be afraid to mix and match metallics". This is a community that gets hundreds of posts on saving the pink bathroom. Lol.
