How To Add Curb Appeal to Inherited House?

Q: I recently inherited my great-grandmother's house. It has a lot of family history, and I'm glad I have the chance to own it and do something with it, but it's... well, it's ugly. I don't know whether I should try to distract from the hobbit-like rock cottage feel or embrace it and help bring it out.

The house is actually cinder block with the rock completely mortared over it. I don't think I can remove it, if I were even willing to attempt such an undertaking. The roof and siding are new — they were added just before I got the house, so those need to stay. I'm open to paint suggestions, how to decorate the porch, landscaping ideas, etc. I have a limited budget ($1000 would be my absolute limit) but I'm a DIYer and not afraid of hard work or elbow grease. I'm just really at a loss at how to even get started, and the Apartment Therapy community is always teeming with great ideas! Thanks!
