How To Utilize This Space for 19-Month Olds

Q: We have a built-in swingset that came with our house. Currently our kids are much too young to really use it for at least another year or two. However, under the tower is a nice space they might be able to enjoy but is overrun with weeds. It's about 5x5' square we would like to do something with, just can't figure out what. It's supposed to be a sand pit, which we've ruled out due to the kids-covered-in-sand mess, the being-local-animals-restroom grossness and a family dog who likes to dig. It doesn't get any direct sun so a garden is out. We are not adverse to building something into that space but so far nothing seems to tickle our fancy.

Some considerations: Our twins are 19-months, so we would like something they could enjoy for this summer as toddlers and again for a few years. Also, we live near Chicago so summer is short and winter is harsh so whatever it becomes should be robust enough to last.
