My family had a table EXACTLY like this when I was little, and as far as I remember it was a store display in an old department store that went out of business. Like a platform thing for mannequins to stand on? Maybe you could find one by looking for it that way.

Looks like aluminum to me, not steel. Hammered. (Could be plated copper, too, but I suspect not.)

Looks like you might be able to mock them up with some of those big wire spools and some sheet metal?
