It rains an average of 150 days a year in Seattle, and one artist is making the most of it. Peregrine Church sprays an environmentally-safe hydrophobic solution over a stencil, and when the surrounding concrete darkens from the rain, his work appears. Each piece lasts 4 to 12 months, depending on foot traffic.
