Oh dear. FirstDibs' listing confirms my suspicion that it's 20th century, rather than being a Victorian horn chair. THOSE have tremendous Historic Kitsch potential, but they also have more graceful lines. This one looks like J.R. Ewing's child's high school shop project.
(Watch -- the maker will be a participant here, and I'll have just made a mortal enemy.)

Agree with wende. Not really a fan of this because it is a bit outre/over-the-top for me, but can probably see it certain contexts--like the lobby of the Parker Palm Springs.
