Personally, I'm not a fan of hanging utensils of that type in my kitchen but I do agree that if you really can't find a spot on your counter for a container full of them, then yes, this is indeed a great idea.
I have a small spot next to my stove where I do virtually all of my cooking and I have 2 containers full of utensils, a larger round cylender, a plant pot in yellow from IKEA I use for all the large ladles etc, a small ceramic Le Creuset crock in red to hold all the small items like the instant read meat thermometer, the coffee scoop etc in next to the stove along with two cruets, one for olive oil, the other for balsamic vinegar for cookiing.

I added one of the rails to an Ikea Bekvam cart to hang kitchen towels. Much less expensive than buying a cart with a rail already attached.

Great idea. I'm disappointed that my cabinets are so low in my current kitchen that utensil bars don't make much sense. I found them really useful in past kitchens.
