Oftentimes the killer on a small balcony is waiting for the plants to grow in to make the small space feel cozy and lush. Take a cheap shortcut and pick up some supplies at the local army surplus store to solve the problem:
Flickr User KMR's Urban Adventure has the right idea, turning to her local army surplus for some camouflage to string along her balcony. It adds some green without costing much and also offers up a bit of privacy and obscures a less than perfect view.

The deck tiles are not from ikea, i just find it in a material shop, there are in Bangkiray wood.
For some reason this camo thing is a popular look in several beer gardens near my house (not that I've been inspecting them closely or anything, ahem). I would never have it on my own balcony because it collects dust like mad! It might work if you lived somewhere windy... maybe.
@Emika - couldn't one just rinse it periodically with a hose?
This is really cool! I've been doing a balcony makeover in my new apartment this week and I'm loving all the outdoor ideas. I wish I could have a beautiful floor like that one, instead of the cracked concrete I'm currently looking at.
