We always recommend using a dresser as a changing table and that worked well for us, but if that doesn't work for you, this metal shelving seems like a good option for small spaces.
First, the shelving has a smaller footprint than most changing tables. You can actually order it to your exact dimensions here, which is what the author of this post on Living in the Family Room did.
The open shelves also make use of all of your available space. The best part is when you're done with using it as a changing table, it can easily convert into shelving in a closet, pantry, or bathroom.

Love this for it's non-nursery look and love that it can easily be reused in another room.
Totally did shelving like this in our child's room, and sewed some fabric sides to soften the look a bit. Filled it with clothes and storage boxes. The fabric sides are velcro, so when the shelves need repurposing, the fabric comes right off. We love it, especially the durability. Works great, I'd recommend this to anyone.
I actually used two giant versions of this (5' wide by 2' deep by 7' tall) to create "walls" for a nursery in my loft, and ended up having one of the shelves perfectly at changing table height. Works great, and I threw a few wine crates on it for storage (though any crate or soft-sided box or basket) would work just fine.
