The FIGMENT art & culture festival adds a shimmering surreal pavilion to Governors Island this year. "Head in the Clouds" is a bubble-shaped structure made of recycled milk and water bottles. Designed by Studio Klimoski Chang Architects, the entry beat out 199 contenders and will be displayed in summer 2013.
