NY Good Questions: Is it Possible to Repair This Myself?

Dear AT,

I have a metal chair frame that was salvaged from being disposed of.

Even in this state it is functional with cushions.

However, I would like to refinish the frame.

Aside from the hinges there are no other traces of rust.

The black enamel is in a state of deterioration to reveal the metal underneath.

If possible I would like to strip the piece down to the metal (or a silver finish) and have a protective coating to waterproof it for outdoor use...

There is also the issue of the chair back being connected only by the seat hinges.

I doubt that a simple weld would be able to reattach it to the back but I do not know what kind of hardware to use.

If these repairs are possible as a do-it-yourself project I would attempt it alone.

If this is too ambitious then I would appreciate recommendations where I could have metal furniture repaired.
