I believe it is Ceonothus. It's more cornflower blue in reality.

Ceanothus is a gorgeous shrub with small dark green leaves. It's scented as well.

i just read it's scented to the point of almost nauseating, a smell like "boiling honey" (says wikipedia). it's gorgeous and i'm sure it smells wonderful, not nauseating! that's a beautiful yard you have :)
