For a simple and affordable shower curtain, take a cue from hotels. These shower curtains are from a line called "Hotel" at Bed Bath and Beyond.
They're polyester and are semi-translucent. We've used them for the curtain itself in all of our showers.
They're mildew resistant and can be thrown in the washer. They are not that stiff vinyl that you find in many liners but a fabric-y, soft polyester. Finished with silver grommets and weighted bottom hem, these do the job simply and elegantly. Available in 6' and 7' lengths for $12 to $30.
FYI - if you click the link abot to BB&B to purchase, it links into a registry. You'll be buying it for the Women's Center Bowery Mission.

haha, yep, they need 20 of 'em! :)
as to the actual liner.....i'm hesitant to use anything but vinyl. won't those fabric-y ones stain or anything? no? really?

I have this liner, and I love it! It's durable - I've sent it out with my regular laundry, and it comes back in fine condition. Much nicer than those nasty, outgassing vinyl mold habitats. It also looks much nicer under a nice fabric shower curtain than a sheet of cheap vinyl.
Can you tell that I hate vinyl shower curtains?

kdkaboom: what kind of stains are you referring to?
My olive green one came from target, is gorgeous, takes easily to the wash as well to remove soap scum and such.
Like you I like the fun vinyl ones (the clear spaces give the impression of the bathroom being a little bigger) but it does seem wasteful to throw them once they got grotty (beyond redemption by scrubbing bubbles/bathroom cleaners).

I have a heavy duty clear vinyl liner that I've had for three years now and I throw it into the washing machine periodically, as needed, with the bath towels & hand towels. It comes out clean as new and I rehang it immediately to let the wrinkles settle out of it. Between machine washings I spritz it with spray cleaner and have had no mold problems, at all. I have had the polyester fabric ones, too, but found that the very bottoms of them got moldy quickly, so they had to be machine washed more often as the spray cleaner doesn't do much for them.
