So here are the questions:
1. What is the proper length of the sprout projection should be?
2. What is the proper position of the faucet?
The tip of the sprout should be certain inches above the rim of the sink?
There must be some standards and I have been looking for my answers, but I almost gave up.
So you are my last hope.

Where are your supply lines located? Says nothing about height, because a plumber did the holes for the faucet in the wall here:

If you know how to install a wall-mounted faucet you should be able to line it up with the sink basin. I'm thinking that maybe you do not. I would hire someone to help you with this. You may have to build a mount within the wall to support the rough-in for the faucet and it may also have to be installed with rigid piping.

I would like to second what art said about hiring a plumber to do this job -- I didn't realize it was a DIY question! Wall-mounted faucets can be very tricky to install properly, and you really do need to have someone who's had experience with them do the work.

I will hire a plumber for the installation, I will not take any chances in my co-op apartment.
I hired an experienced contractor. But wall-mounted faucet with vessel sink conbination is relatively new to him.
So I am in charge of designing and purchasing all the hardwares for this bathroom renovation.
He is like "I will do whatever you like me to do..."
So I am struggling to decide the location of my faucet and the length of the projection.

I personally find that most faucets are too low and too close to the back of the basin - there needs to be enough room underneath to get your hand comfortably when you are washing them and also enough room behind your hands so they aren't bumping up against the back of the sink - also think if you want to fill anything from this tap like a watering can - think how much space you need to leave between the basin and the tap to fit items under comfortably
