I don't know who designed them, but they look like they could be custom made (for a lot cheaper if they are a high-end designer) by just going to a shade store like that one in Soho.

Most designers have a source for custom made shades to their specifications. Here is a good source I have used and they are in NY. You can send them the picture and get a quote.

Try also Oriental Lamp Shade Company on 79th Street (although I believe they have a size limitation) or Trans.Luxe on Walker Street in SoHo. Just Shades lead times are REALLY long.
