Dear Allison,
This is an odd question, and one we've never seen. Since most rugs are made overseas, we think it might be very hard to get this done locally, but we would start by looking in the crafting community adn then speak to rug dealers. This is where we would start (BTW, we assume you are talking about wool):

I think you meant dyeing, not dying. Rug dying is what's happening in my apartment.
I put in a lot of time last fall trying to find a local dyer to handle a dress. They were all incredibly expensive (more to dye than to buy a new one) I finally found this business (www dot dyeproservices dot com) and while I haven't gotten around to using them, they do handle a variety of jobs, including rugs,their prices were reasonable, and they've done work for NYC businesses even though they're in the Pacific NW. They were friendly and responsive to my inquiries.
Please let us know what you end up doing.

I couldn't find any rug dyers in so cal? Or do you have any links to do it yourself projects?
