It actually looks like velvet, most likely silk velvet, that has been printed on or burnished, maybe even burn-out. Also, you can use the bleach pens to make groovy patterns on velvet, but never use bleach on silk velvet, it destroys the fibers! There is a selvage edge so It looks like the fabric is just placed on the bed, but if you can find a velvet that you like it might be a cool DIY to create a duvet cover.

Check out Urban Outfitters home section. They have a dark blue silk and velvet comforter. It is really beautiful in person.

SherryBinNH, You maybe right on the batik(which is creating a pattern on fabric with wax before dyeing - something that can be done any natural fiber) but I am almost 100% that it is velvet or velour.
