It's a nice place, but was it his construction that structurally damaged the brown building next door, rendering the brown building uninhabitable and all its tenants homeless? Or was it construction on the other side? I'm not being snarky, just wondering.

The construction that damaged the brown building next door to the Harvey/Houck's was caused by construction occurring on other side of the brown building - not Bill's construction. His place was already up when the damage happened to the brown building.
