My apartment has these fixtures on the wall that I've been told are lights.
That's all I know about them, actually - where would i find out more about these things, and, more importantly, where can I buy bulbs for them?

Are those the ones that take the special "plug-in" type flourescent bulbs?

They could be for a linear incandescent with a S14S base.

Take the pix to your local hardware store - they should be able to identify what you need.

My vote is linestra S14d base. Here's a wall sconce that uses the same bulb as a point of comparison.
