It's a pavilion by the architect Minsuk Cho, built as part of the 25th anniversary celebration of The Storefront for Art and Architecture. See storefrontnews.org for more info.

Minsuk is now located in Seoul, but used to be a partner of Cho Slade Architecture in NYC. Minsuk did a few buildings along the DMZ in an artist's enclave named: Heyri; the Dalki Theme Park and the Pixel House to name a few.
