Wouldn't it make sense for the government to also replace the light bulbs of the subsidized housing projects to compact fluorescent instead of incandescent? This would save tenants money and the hassle of replacing light bulbs, while drastically reducing the electric bill that the city, and thereby the tax payers, pay.
