Gosh--this is a tough one. I have always felt it was really unfortunate that during every single contest some better entries had less time than others who were not as good but were posted earlier--and I am sure some great apartments didn't make the cut-off into the contest at all...
Maybe having a longer window for submitting pictures? Or extending the application deadline to a few days after the start of the contest, when everyone is now aware of it? I do think this way is better, though.

We're all doing the Cure right now. Our apartments won't be ready for a few more weeks. But getting done in time to enter is motivation to burn the midnight oil!

I think maybe one of the reasons people are wary of entering is because last year's commenters were so ... blunt-bordering-on-mean. People who feel like their apartments are still works-in-progress don't want to enter this year because they don't want to get ripped to shreds by the sharks.
I really hope the new commenting system takes that element out of the contest. I think it would be so much better if Small 'n' Cool were more about celebrating individual style and creativity than about having a catalog-worthy apartment.

I'm debating whether to enter our studio, even though it still has a long way to go before I consider it "cool" and it still has paint sample squares all over the walls and we haven't started painting yet!

I *really* want to enter, but I'm in the middle of doing the apartment Cure. Everything has been moved around, isn't settled, and won't be photo-ready for at least a little while.

I can't believe the deadline in next week! Wasn't it just announced last week? I agree that the comments last year were more than brutal and even though I get raves about my apt. I don't dare open myself up to the kind of criticism that hurt so many feelings last year. That and such short notice.
