is it plywood under the turf? I would love to smooth out my own fire escape so I could put a little chair on it, but I don't want to get in trouble... what do you recommend?
I used a firm astroturf that's been out there for two years. No wood. I'm on the back of the building, no trouble so far.

Oh, dear, MrGreen might be right. Although we all know that a fire-inspired adrenalin rush would send the petunias flying in a heartbeat..... Speaking of fire, I'll bet that the balcony looks even more beautiful, if possible, by the candlelight from the candles in those lovely hanging mesh baskets. Where did you get them, if I may ask?
The setting of the old brick building doesn't hurt the whole thing a bit.
This is really lovely, beautifully decorated and gardened, but is it a fire escape? If it is, and if there were a fire, I think you'd really want the fire escape to be functioning as a fire escape and not a patio.
