Process & Materials for Colorfully Stained Wood Furniture?

Q: I was wondering if anyone could help me identify the color/staining technique used on this dresser. I absolutely adore it! The apartment my girlfriend and I will be moving into is already quite woody, so it would be great to do something like this to brighten/darken the place a bit. Furthermore, does anyone else see this working on anything else other than a dresser? Shelving, for example? Thanks!

Editor: Luke, The first thing that came to mind for me was a recent post I wrote about making your own translucent green paint. I used the technique to paint a door in a different shade of green, but I could see layering varied greens/yellows to achieve the finish you're seeking.
