The seating looks like it's made of bent metal tubing. On cold days, the seats would be warmed by the heat from the radiators beneath, making a comfortable place to sit in the window and bask in the low winter sun. Check out JDS Architects for more.

At my old house, we had a metal radiator cover over the long and low radiator in the living room, the one in front of the picture window. Even though the radiators got really hot, what with the boiler working so hard to heat this really drafty old house, the radiator cover never got too hot to sit on. In fact, there were times that the only way to get warm was to lie on top of it with a blanket on. God, I don't miss that house in the slightest.
This does not look comfortable. Looks like I would get fanny fatigue pretty quickly sitting on these.
My college had radiators tucked into deep window-wells with stone seats on top, they were everyone's favourite place to sit between classes, so cozy!

A lot of the older homes (particularly duplexes and triplexes in the Verdun area) have old radiators like RoseCampion mentioned above. I have a few friends who rent in Verdun, and one of my favourite places to sit while we're having get-togethers and playing video games is on top of the nice toasty radiator.
This type of seating seems pretty interesting.
