i don't know who designed it, but versions of it are available for sale at the michelle varian store in new york:

It's by a Paris based French company.

I agree with K. Something that looks very similar was in the April Domino (pg 162), and is attributed to Michele Varian.
It's somewhat off-topic, but I think that you could easily create a DIY version with these for half the price!

It looks like one of those monstrous Dale Chihuly ode to breasts sculptures.
You could create something kind of similar in an eco-cool way by using old water bottles.

I'm wondering if they actually made it because early in their slideshow theres another pic of a light fixture made of bottles of red liquid (at least I think its a light).
