The elements of an outside space that wouldn't send you shivering back inside seem to be a good outdoor firepit (they recommend an affordable option from Smith and Hawken, $189), a place to sit, cozy accents like pillows, blankets and candles, and hardy plants that can withstand the weather even when the firepit is off.
