That appears to be a Thonet chair form the early 60's. It seems that someone has painted the bent plywood...

With a little TLC that chair can be refinished and will look spectacular. I did it to two that I found... see...

I agree that new upholstery could make a world of difference. I also wonder if the yellowish lighting might be making the fabric appear uglier than it really is.
