Q: Why, oh why, is it so difficult to find a large, colorful and elegant selection of picture frames? I know that showing off family photos may be passe but I need a few really fabulous frames and am having an awful time finding good a selection. Any suggestions as to where to shop?

Did the asker send that photo or did the AT staff choose it? The frames shown are not anything special. The custom cut mats are what make it interesting.
Yard Sale/Thrift store and a can of high gloss spray paint.
I buy cheap frames at craft stores, and paint them. Thrift stores and yard sales too.
Michael's has a large selection of frames.
ebay has some nice interesting frames.
Thrift and spray paint.
And what does this photo have to do with the question?
Did AT think the question was "Where can I find boring frames for my colorful photos?"
It's called spray paint. That's how most colorful frames come to be.
I've picked up some great deals at http://www.pictureframes.com.
I think I got four huge white frames for about $10 a piece (I found Lowes to have the cheapest plexi and cut the matt myself).
I haven't tried any of their colorful frames, but there are plenty of them in just about every color.
This is going to sound a little rude, but some of the "good questions" that AT posts have answers that can start with, "DUH---"
Hobby Lobby has a fine framing department with everything you could want at about half the price of the Great Frame-Up. I have had great luck with people at the counter more passionate than me at choosing the right mattes and frames to go with the art I brought in!
If you are looking for frames for family photos, Exposures has a pretty good selection.
I agree with the buy something interesting and paint it idea. But sometimes finding something interesting is hard! I really like these frames: http://theorganicbloom.com/, but it looks like she only sells to photographers. Here's some similar ones I found on etsy: http://www.etsy.com/listing/78531188/8x10-scalloped-edge-frame-alice
I do all my own framing using AmericanFrame.com. That might be a better option for larger pieces though. For family photos I would think that any of the options mentioned above would work well.
I love displays4sale.com for custom needs.
Try Marshalls! They have tons of bright colored picture frames. The only drawback is that they are for smaller pics. The largest I've seen there is probably 8x10. Otherwise, buy in a style you like and paint.
