The Outside Visual Weather for iOS has full notification support which are adjustable to the users requirements.

I tried Swackett for the fun design but favor the concise, plentiful data I get from WeatherBug. Also, I'm not sure I want to see Swackett for my area right now... With highs averaging 106 for the past several days, the characters may become nudists!
