What To Do About Rogue HOA Board Members?

Q: We have a very small HOA in southern Oregon, and it seems two women have no guidelines for changing/posting rules. We have two outdoor dog poop areas, and because one of their friends (who, by the way, lives no where near these areas) hates smokers, they have put up No Smoking signs now! They have threatened to give big fines, and have most of the elderly here in our senior community frightened they can fine or, even worse, make them move. Is this legal??? They are not nice people and try to control everyone here. Please, if this is legal, let me know. -Sent by Patti
