Info about Vintage Chairs from England?

Q: My husband and I recently bought a pair of chairs from a second-hand shop in Phoenix, and I'd like to know more about them before reupholstering. The bottom and back supports are exposed springs. (This is how the chairs were when we bought them.) 

However, there are nail holes on the bottom rails (for upholstery?). I can't find a maker's mark, but they do say "MADE IN ENGLAND" on the bottom rail. The chairs are 25" wide, 33" deep and 34.75" tall. Can anyone identify their maker? Do we leave the springs exposed when we get new cushions? I like the way they look, though they do have a bit of a lawn chair vibe going on. Any recommendations on Phoenix-area upholsterers would be much appreciated as well!
